The year is 2650 something and the water is slowly rising. No one knows why. But thankfully it’s been rising slow enough that some cities have managed to raise their walls faster than the rate of the rising water. But as the walls go up, so do the divisions between neighboring cities. And as resources become scarce for one town, prominent citizens start plotting a siege on a neighboring city.

But one citizen has a different plan. Tommy Snedstepper believes he can broker a trade agreement that might help keep the peace. But it might also require him to give a part of himself he’s not ready to give.
